Police arrest couple at drive thru, charged with DUI

Just past 12 Noon, Clarksville Police responded to a call regarding a vehicle with intoxicated occupants at the drive-thru window at Taco Bell on Riverside Drive.
Officers responded to the drive thru of Taco Bell, 788 N. Riverside Drive, following notification of a possible intoxicated driver. Upon arrival, the officers found a ’97 Ford Thunderbird in the drive thru lane with an unconscious female in the front passenger seat. The female was identified as Autumn Neuner by her husband, Nathaniel Neuner, who was in the driver’s seat. Neuer told officers he was driving because his wife was ill and needed an ambulance. Officers noticed Nathaniel Neuner’s speech was slurred and his pupils were pinpointed.

Further investigation revealed that the wife had driven the vehicle earlier prior to her switching into the passenger seat. In questioning the wife, officers found her unsteady on her feet once she exited the vehicle. She had difficulty staying awake and had slurred speech. She told officers she had been taking medication throughout the night. The officers also noticed an eight-year old child sitting in the rear of the vehicle.
Standardized field sobriety tests were administered to Nathaniel Neuner. Following the test, he was taken into custody. Autumn Neuner was transported to the hospital due to her level of intoxication. When the hospital cleared, she was also taken into custody. The eight-year old child was released into DCS custody as officers were unable to locate another adult to take care of the child.
Nathaniel Neuner, (W/M, DOB: 8/24/80, and Autumn Neuner, (W/F) DOB: 8/19/71; Given Address for both: 10 F Ernest Shelton, were booked into the Montgomery County Jail and charged with DUI and Contributing to dependency. Bond for each was set at $2000.00
Funeral procession policy returns to Public Safety Cmte meeting
In response to questions received about the Clarksville Police Department’s updated policy on funeral processions, Mayor Kim McMillan and Chief Al Ansley have requested that the Public Safety Committee place the topic on the meeting agenda for March 20. The meeting will take place Wednesday at 4:00 p.m. in the City Hall Conference Room, 4th Floor, 1 Public Square in downtown Clarksville.
The revised policy was discussed, with Chief Ansley providing details about the need for the policy change based on several safety issues, during last month’s Public Safety Committee meeting. In the past few days, however, there has been an increase in the number of questions received by the CPD and the Mayor’s office about the change. Those questions will be addressed again at the March 20, 2013 meeting.
“Based on the questions we’re getting and the comments I’ve heard, I believe there is confusion about the policy and the intent. “For example, there are no limits being placed on the number of cars that can be included in a funeral procession. That’s not the intent of the policy at all. Chief Ansley and I agreed that the best way for people to hear what the policy says and the reasons for the revision is to have him discuss it fully again in a public setting,” said Mayor McMillan.
All members of the public are invited and encouraged to attend the Public Safety Committee meeting.
Clarksville Police issue burglary alert
Clarksville Police report the return of a disturbing yearly crime trend in our community. The police are reporting a trend of increased residential burglaries in the Cherry Bark Lane, Oak Arbor Court, White Face Drive and McCormack Drive areas in the past week.
This trend seems to coincide with a yearly influx of a group of individuals that burglarize residences or apartments. The police apprehend the individuals, the crimes settle down and then the cycle starts up again with the influx of a different group of individuals.
The methodology appears to be to kick in the back door of residences and carrying items, oftentimes TVs or electronics, out the front door. In the course of past investigations of the burglaries, police have come across witnesses in some of the cases who didn’t alert police because they didn’t think they were seeing a crime in progress.
Most of these burglaries have occurred in the daylight hours, between 6 a.m. and 1 p.m.
The Clarksville Police Department wants to make the public aware of these burglaries and they ask the public’s help. If you see anything the least bit suspicious, whether it be a person or a vehicle, call 911.
An officer can be dispatched to the area to see if there is any criminal activity involved. It is better to check the area and find nothing amiss than not to respond and a crime occur.
Clarksville Police strategize anti-crash initiative based on crash statistics
2012 has proven to be one of the deadliest years for fatalities and crashes in Clarksville over the past five years. Statistics show there were 3747 crashes and 16 fatalities on Clarksville roadways in 2012. The crashes/fatalities rates for the past five years were: 2011: 3685/10, 2010: 3228/10, 2009: 3147/14, 2008: 2745/7 and 2007: 3381/11.
Ft Campbell Blvd, currently, is the leading crash roadway for 2013 with 25, crashes thus far. It also held the number one position for 2012 with 449 crashes, in 2010 – 365 crashes, and number two for 2011 – 451 crashes (only four behind the top roadway-Wilma Rudolph Blvd).
In an effort to reduce the number of crashes and injuries, the Clarksville Police Department has instituted an immediate initiative whereby increased traffic enforcement will be performed by the police. The increased enforcement will take place on Ft Campbell Blvd, between 4 and 5 p.m., every Thursday and Friday.

Keys left in vehicle result in auto theft
Clarksville Police continue to urge all residents not to leave their keys in their vehicles or leave their running unattended. The following auto theft resulted directly from that kind of lack of foresight.
On the morning of January 25 at approximately 8:45 a.m., a 20-year old woman parked her 2005 Nissan Altima at the gs pumps of the Shell Convenience Mart located at 600 Rossview Road. She left the keys inside the vehicle (allegedly not running) and went into the Shell Mart. When she departed the mart to return to her vehicle, she discovered it had been driven off by an unknown person. The woman called 911 to report her vehicle had been stolen.
The vehicle was spotted by Sgt. Scott Hendrickson on the 76Connector shortly after the theft. He attempted to stop the vehicle, but the driver fled onto I-24, eastbound at a high rate of speed. A ‘be on the lookout’ was issued on the vehicle to the local and surrounding areas. Around 2:45 p.m., Officer Jack Hemmingsen found and recovered the stolen vehicle at 920 Power Street. The vehicle was unoccupied and in front of Lot 9.
After viewing the store video, it was determined the suspect stood by the brick pillars at the gas pumps, apparently waiting for a customer to leave their vehicle. He would then look to see whether they had left the keys in the vehicle. He looked into five vehicles before coming upon the Nissan. The video shows that the victim had not even reached the store’s entrance before the vehicle was stolen.
Additionally, about 20 minutes prior to the theft, the suspect was seen walking on Warfield Blvd in front of the Rite-Aid and then crossing to the Shell Station.
Witnesses described the suspect as a male in his 30s, 5’11”, 150-170 lbs with a goatee.

Treacherous road conditions on I-24 impair traffic travel
The Clarksville Police Department has issued a traffic safety alert for the northern stretch of I-24.
Clarksville Police warn the traveling public they are likely to experience some treacherous conditions on I-24 between the 3 and 11 mile markers.
Due to the hazardous weather conditions resulting in freezing rain, the police are working several crashes, some involving injuries on I-24 at this time.
Owensboro bank robberies share single suspect
Owensboro Kentucky Police have reported progress in their investigation of two bank robberies committed in Owensboro. Owensboro Police have made an arrest in their investigation of the robberies. The Owensboro KY Police Department have sought the assistance of the Clarksville Police Department to assist in their search for a bank robbery suspect.
On December 30, 2012, detectives with the Owensboro Police Department investigated a tip received from the public. That investigation allowed detectives to secure an arrest warrant for a suspect, Weston Hurd, who lives in Henderson, Kentucky. The warrant charged Hurd for the robbery of First Security Bank on December 28th, as well as the Kentucky Telco Bank on October 2nd. Both locations are in Owensboro.
On December 28 at approximately 4:15 p.m., the Owensboro KY Police Department responded to a robbery call at First Security Bank located at 3560 Frederica Street.
The investigation has revealed that a white male entered the bank and demanded money. During the encounter, the suspect was observed with a small handgun. There were no injuries and the suspect was able to leave with an undetermined amount of cash.

The suspect is described as a white male, approximately 6 feet in height, medium build, clean shaven wearing a gray stocking cap, gray hoodie and blue jeans. He was in possession of a dark handgun.
Owensboro detectives worked jointly with the Henderson Police Department and Kentucky State Police to serve the warrant. Hurd is currently lodged in the Henderson County Detention Center.
Owensboro Police have arrested Weston Hurd, W/M/ age 39, 1618 Lee Drive , Henderson, KY. 42420.
He has been charged with robbery, 1st Degree – a Class B Felony (two counts).

CPD seek bonded burglary suspect with active warrants
Clarksville Police are seeking Dustin Ryan Williams, a white male, who is out on bond for burglary. Williams has several active warrants on file.

Williams has been out on bond for vehicular burglary, evading arrest, theft and a criminal court capias. The warrants stem from shoplifting at a local store, burglary of a vehicle from the parking lot of Rite-Aid on Madison Street, and then fleeing police after the burglary.
Williams has a lengthy criminal history.

Clarksville Police achieves milestones with swearing in of 5 new officers
Chief Al Ansley, new officers Brandan Hicks, Jessica Sims, Cassandra Vergason, Elvia Hembree and Richard Williams, Finance Commissioner Debbie Frazier and Mayor Pro Tem Geno Grubbs.
On December 3, Commissioner of Finance, Debbie Frazier, administered the oath of office to five new police officers. This occasioned two significant milestones for the Clarksville Police Department. It marked the first time in recent memory, that the Clarksville Police Department has attained its authorized law enforcement personnel level of 273 sworn officers. Also, with the addition of the new officers, the Police Department has increased the number of female officers to 37 (13.55%).
The new officers are Brandan Hicks, Jessica Sims, Cassandra Vergason, Elvia Hembree and Richard Williams.
The new officers have begun their in-house training and will attend the Tennessee Law Enforcement Training Academy class in Donelson, beginning January 6, 2013.
