Town Hall Meeting on April 30 for City Ward 2
City Council Ward 2 Representative Deanna MacLaughlin announces a Town Hall Meeting for Ward 2 residents on April 30.
The Town Hall will be held at the Kleeman Community Center, 166 Cunningham Lane, 6 to 7 p.m. Residents should come to the Kleeman Community Center Meeting Room.
The Town Hall is free and open to the public.

Town Hall Meeting set for City Wards 7 & 9
City Council representatives Geno Grubbs (City Ward 7) and Joel Wallace (City Ward 9) are hosting a town hall meeting on January 28. The town hall will be held the Clarksville-Montgomery County Public Library, 350 Pageant Lane. The meeting will be from 7:00 to 8:00 p.m.
Constituents in Wards 7 and 9 are encouraged to attend. The town hall is free and open to the public.

Mayor McMillan calls special session for swearing-in ceremony
Mayor Kim McMillan has called a special session of the CIty Council for the administering the oath of office of newly-elected member Valerie Guzman (Ward 5) and re-elected members James Lewis (Ward 3), Wallace Redd Ward 4), David Allen (Ward 8), Joel Wallace (Ward 9) and Jeff Burkhart (Ward 12).

The Special Session will be held on Thursday, January 3 at 5:00 p.m. in the City Council Chambers. The Chambers are located at 106 Public Square in Clarksville. All members of the public are invited and encouraged to attend.
Immediately following the swearing-in ceremony, a reception will be held in the City Hall Conference Room on the 4 th Floor of City Hall.
The January regular session of the City Council will follow at 7:00 p.m. in the City Council Chambers.
Fireworks in city limits allowed September 1
Mayor Kim McMillan is reminding everyone that residents are permitted to set off fireworks Saturday, September 1, between the hours of 6:00 p.m. and 10:00 p.m.
Clarksville’s City Code provides for specific times during the year in which fireworks are permitted.
During the Independence Day holiday, the use of all fireworks was banned due to the dangerous conditions caused by extreme heat and dry weather. The City Council voted at the August meeting to allow residents to use the fireworks they have already purchased during the Labor Day holiday.
Public hearing for city budget set for June 18

The Clarksville City Council passed the proposed 2012-2013 budget on the first reading in a Special Session on the evening of June 7. The public hearing and second reading of the budget will be held on June 18, at 5:00 p.m. in the City Council Chambers.
“As I have said before, my goal is to make the budget process as open, transparent and informational as possible. “We have made the budget information available in several ways so that members of the public can access it,” said Mayor Kim McMillan.
On the City’s website, citizens can access the full budget of each Department, including Power Point and video presentations, a Departmental expenditure line item summary, a Departmental expenditure budget detail, budget summaries and the Mayor’s letter to the citizens which provides an overview. Additionally, the budget was published in the newspaper today for easier access for those people who may not have access to a computer.
As with the previous hearings and working sessions, the June 18 hearing is open to all members of the public
Ward 2 & 3 Town Hall Meeting set June 5
City Council representatives Deanna MacLaughlin and James Lewis, (Ward 2 & 3) will hold their next town hall meeting on June 5. The town hall meeting will be held at Park Lane Church of Nazarene on Cunningham Lane.
The meeting will begin at 6pm and end at 7pm. Parking is on the west side of the church activities building.
The meeting’s guest speaker will be Pete Reed, Director Bi-County Waste Management.
At our last town hall meeting there were several questions regarding the pending deal for Bi-County to accept waste from Franklin, Tennessee. Mr. Reed will be in attendance to answer your questions.
City Council final budget work session now May 31
The Mayor’s Office is advising the public that the City Council budget working session scheduled for May 17 has been rescheduled. The rescheduling was necessitated by a majority of council members’ inability to meet Thursday.
The Council’s final budget working session will now be held on May 31 after the City’s Council’s monthly Executive Session which begins at 4:30. Both the budget session and the council executive session are free and open to the public.
On Monday, June 4, at 7:00, the City Council will meet in a special called session for the first reading of the budget. The agenda for the City Council’s regular session on June 7 at 7:00 p.m. will begin with the formal public hearing and include the second reading of the budget.

Winn Marine barge port proposal to face City Council vote
The City Council will weigh in the issue of barge port development in Clarksville today with a first-reading Council vote on Winn Marine LLC’s $40 million Cumberland River barge port expansion plan.Winn Marine, faced with community opposition in the are of the proposed development of Dover and Barge Point Roads, has been actively promoting its plan.
Facing public complaint and concern on both environmental issues and and river traffic, both the Clarksville City Council and the Montgomery County Commission, deferred votes on Winn Marine’s zoning requests, citing a need for further study.The Council will now hold the first of two readings today, with the second coming up in October. The County Commission will not revisit the issue until November, and then only if the city votes in favor of the plan.
The Tennessee Department of Transportation has gone on record citing a need to reduce traffic on I-24, and a barge port could take some commercial traffic off that highway. Mayor Carolyn Bowers has voiced support for the port.
The UT Center for Transportation Research views Clarksville barge ports as a benefit in terms of the traffic impact on both Clarksville and Nashville. Barge traffic is already a constant on the Cumberland in Clarksville, but those barges cannot unload in the city. Instead,cargo unloaded in Nashville must be trucked back to Clarksville.
Currently, two private barge ports operate in the city, including one already running on Barge Point Road.
In addition, R.J. Corman has a pending request for an expanded barge port in Cumberland Heights, and the team of Richard Tucker and Gary Matthews — whose 41-A Bypass barge port request was voted down — could revisit that planned development.
The proposed Winn marine facility will be privately funded, and Winn Marine tallied its potential benefit:
- $1M in new tax revenue
- 371 jobs (during construction)
- $20M+ in economic impact to the city/county
In addition, the operational port will fuel related business development in the area.
